The first initiatives
The takeover by the project developers
However, this infrastructure was not completed and therefore did not become operational. The consortium, led by its sponsor MERL and the developer Witech Africa, then proposed, through a Private Initiative Offer (OIPR) governed by Senegalese law, to take over the defunct CIVD in the Holy City of Touba as it is, to complete it, improve its functionality, and operate it through a concession for a minimum period of 25 to 30 years according to the terms of a PPP agreement.
The partnership is being structured
With its various local partners and the participation of SONAGED (formerly UCG), a new autonomous government structure dedicated to waste management at the national level, an in-depth reflection was conducted. This led to the creation of a true ecosystem capable of addressing the environmental, social, and energy challenges of the Touba agglomeration and above all, creation of jobs for the less advantaged.
A circular economy respectful of social aspects and concerned with the environment
Thus, the ecosystem not only makes a technological leap by installing Africa’s second Waste-to-Energy (WtE) unit but also overhauls the local waste pre-collection and enhances the current collection system and sorts all recyclable waste before creating a “fuel” from non-recyclable waste to achieve energy valorization of 10 MWe for the SENELEC National grid.
To ensure the project’s longevity, it also includes an awareness program aimed at securing the engagement and participation of local populations in the environmental and social challenges addressed by the project. This initiative is led by WT4E in cooperation with several local NGOs, such as the GGGI.
